Background: 

After sorceress Vicky forcefully took power in Squoo and renamed it into VickyGrad, she and her henchmen turned the kingdom into industrial (and polluted) power. Because they did not have access to noble and valiant warriors they had to recruit common thugs as soldiers. To make up for the lack of training and ability Vickyan government began mass-producing weapons that would be deadly even in unskilled hands. 

Ideology: 

Vickyans (i.e. the government) are extremely pragmatic, they are concerned about power and stability, but they don't have any perfect ideal for what the country should be like of what constitutes a good person. They only attempt to control political aspects of people's lives, what people do in terms of personal lives Vickyans couldn't care less. They also have no strong opinion on religion, consequently in terms of some aspects the empire is quite free: homosexual marriage and polygamy are legal, so are all forms of pornography. All religions are legal and so are most of their practices, including animal sacrifice. On the other hand, no independent political activity is permitted and only mild "constructive" criticism of government policies is tolerated.

Geography: 

Vickyan Empire is located primarily in the Eastern mountains, and the climate varies somewhat noticeably from place to place. It is generally cold and there is a lot precipitation.

Human Rights: Poor, but survivable. In general so long as a person does not violate the law or engage in political opposition and is employed or has stable residence it is very unlikely for them to be persecuted (although it is possible) especially if the person lives in the city. However, homeless, poor and criminals are often targets for rather unpleasant treatment. Vickyans do not have conventional prisons, instead opting for "rehabilitation facilities" which are essentially labor camps and sweatshops where those that crossed the regime in some way are forced to work at the pain of torture or execution. It is said that these contribute significantly to Vickyan economy. When it comes to warfare Vickyans rarely feel restrained, they use napalm and thermobarics rather freely in and around populated areas. They often torture locals and POWs to extract information, they also loot with impunity. POWs are always sent to "rehabilitation facilities" and then sometimes returned if the host country is willing to pay or has Vickyan POWs for exchange.
